About Pennant Horses
Our Services
At Pennant Horses we offer a variety of horsemanship services from starting colts to finishing performance horses. Each year we also sell a select number of horses through consignment sales or through private treaty.

COMING SOON - We are also excited to share that we will soon welcome WYO Scottish Blue, who is a two-year old stallion by ELS Scottish Nick out of a Jackie Bee bred mare. WYO will allow us to uphold our family legacy alongside our partner, Jimmy Owens of Owens Land & Livestock.
Our Values
We take pride in our training techniques, which enable the rider and the horse to develop a sense of confidence in themselves and in each other to establish a positive relationship.
Two of our training techniques - “proper timing” and “feel” - are important parts of our horsemanship philosophies as they produce high-performing equine partners.
We established Pennant Horses in 2017 with ethical and moral standards that support the “Cowboy Code.” We value truth and trust: Our horses are what we say that they are.
When we start or finish a horse, we train them in various disciplines. We also explain our horsemanship approach to riders, and we encourage them to adopt our approach.
When we sell a horse, we strive to suit its skillset to the rider. We also focus our training on the strengths shown by the horses, so that each horse is at the “top-end” of their discipline.
About Jessie & Challis
Jessie Whitlock
Jessie Whitlock
Before I took my first steps, I rode on horses alongside my Mom and Dad, Lorie and BJoe Coy. Our horses were as much a part of our family as they were a part of our third-generation outfitting company in Cody, Wyoming.
Both sides of my extended family are involved in the horse industry, and this enabled me to spend my childhood summers atop high-quality horses in the wilderness.
My grandfather, Bill Coy, raised the late COYS Bonanza as well as other notable race and performance horses. My grandfather passed away at a young age due to a terminal illness, but his legacy remains alive through the saying, “We Struck A Bonanza.”
My great-uncle and great-aunt, Bill and Carole Smith, put on one of the most recognized Quarter Horse sales in the United States, the WYO Quarter Horse Sale in Thermopolis, Wyoming – an event in which I have participated and for which I have helped prepare a number of horses.
My great-uncle accredits his success to Ray Hunt, but I accredit much of my success to my great-uncle, great-aunt, and their nephew, Reid O’Rourke. In my opinion my great-uncle and Ray are two of the most talented horsemen.
Their skills helped me settle into my own horsemanship style: A style that as a partner of Pennant Horses - alongside my husband, Challis Whitlock, and our son, William – I look forward to sharing with both our riders and our horses.

As a child who was born and raised in Kinnear, Wyoming, I rode anything from ponies to horses – even calves! One of my favorite past-times was to race around in a miniature stage coach that was led by a team named, Blueberry and Strawberry. Once I was older, I exchanged my reins for a saddle rope, and I used that rope to start colts and to wrangle and work horses.
In my role as a ranch-hand, and since my family raised Quarter Horses that were foundation bred, I gained the experience that encouraged me to train horses. A few of the first two-year old horses that I started were trained to perform in calf roping and team roping. These two-year old horses were started in a halter and in a round-pen and then transitioned into a bit and trained outside of an enclosure.
Over the years - and as inspired by horsemen like Bill Smith - I have learned to trust my intuition and my intellect and to use a sense of calmness and confidence to train horses that are athletic and dependable.
